Commissioners approve forfeiture transfers, K-9 purchase, OSF appointments and postpone Swan’s Island abatement hearing

Hancock County Commissioners handled several administrative, personnel and financial matters on April 7, approving transfers of forfeited assets, departmental expenditures and advisory committee appointments while also conducting multiple executive sessions.
The board approved transfer-of-forfeited-assets documents in three separate State of Maine forfeiture cases (State of Maine vs. Randolph Wayne Garland; State of Maine vs. Steven Maldonado-Rodriguez; and State of Maine vs. Christopher Lee Smith) and authorized the chair to sign each transfer form (motions recorded as Clark/DiBella, 3-0).
Commissioners approved renewal of the 2026 Maine County Emergency Management Mutual Aid Agreement and accepted the EMA monthly report. EMA Director Andrew Sankey reported moving expenses of $2,070 (deposit $285, outstanding $1,785) related to relocating EMA offices; commissioners approved paying the remaining $1,785 to Ron’s Moving from the EMA In-Kind account (G-1-3021.56) (motion passed 3-0).
Following a closed-session period for Fraternal Order of Police union negotiations, the board approved the Sheriff Department’s purchase of a K-9 for $14,500; $11,250 will come from the Sheriff’s K-9 reserve account and $3,250.83 from the department’s 2026 K-9 overtime account (motion passed 3-0). Commissioners also approved departmental income and expenditure reports and directed that the discussion about payment to International Canine Exchange be further considered after union negotiations earlier in the meeting.
The commissioners reviewed a scheduling dispute tied to a Swan’s Island tax abatement appeal and accepted a request from the Swan’s Island assessor to postpone the hearing; the board rescheduled the hearing for May 19, 2026, and directed certified-mail notification to the assessor and appellant (motion passed 3-0). The board also approved appointments to the Opioid Settlement Fund (OSF) Advisory Committee: Andrea Jean Stewart-Gordon, Kiersten Heroux, Courtney Meade, Linda Napier, David Winchester, Renee Moziak, Michael Crooker and Tim Richardson.
Commissioners ended the meeting after a final request from Commissioner Clark to add a future agenda item to review the county purchasing policy.
