Duluth City Council schedules millage-rate certification for March 9; hears SPLOST and Duluth 150 updates

Assistant City Manager and Finance Director Ken Sakmar briefed the Duluth City Council on the status of projects and funds tied to the 2017 and 2023 SPLOST programs at the Feb. 23 work session. The presentation was provided to Council; specifics of SPLOST project balances and schedules were included in the attached materials to the staff presentation.
Sakmar also said the Gwinnett County Tax Assessor's Office requests that the City certify an estimated roll-back millage rate for inclusion on the Annual Notice to Taxpayers. Staff asked Council to consider approving that estimated roll-back rate at the City’s next regular meeting on March 9, and were authorized to place the item on that agenda; no millage figures were presented in the work session record.
Marketing Manager Alisa Williams reported results of a public survey on three draft logos for Duluth’s 150th celebration; the Council heard that an updated Clock Tower design received majority support.
Council and staff discussed proposed reappointments for multiple boards and commissions, including the Alcohol Board, Board of Ethics, Duluth Development Authority (DDA), DPAC, Employee Benefits, Parks & Recreation, Parsons Alley Design, the Planning Commission and the Veteran’s Marker Committee. Staff were authorized to place those appointments on the next Council agenda for formal action.
City Manager James Riker provided a brief legislative update on bills at the Georgia Assembly that could affect municipal permitting and property tax policies, and also announced that City Hall HVAC replacement is scheduled for the upcoming weekend and that City Hall parking lots will be closed for that work.
The work session record shows no formal votes on budget or millage items; procedural referrals were made to place matters on the March 9 Council agenda for consideration.
