Duluth Council agrees to add $50,000 placeholder for traffic-calming studies after neighborhood request

Scott Deitchman, president of the Castlemaine homeowners association, told the Duluth City Council at its Feb. 23 work session that neighborhoods need a clear policy and criteria to obtain traffic-calming measures in their streets.

Community Development and Engineering Director Margie Pozin presented a follow-up to a Feb. 9 briefing, describing a program of “self-enforcing” physical changes—signing, markings and roadway adjustments—intended to change drivers’ perception of speed and reduce vehicle speeds. Pozin said evaluation tools and a staged study process are necessary to assess complaints and determine whether advanced traffic-calming measures are warranted, and she displayed a map of complaint locations collected by staff.

Councilmembers and staff raised questions about how locations would be evaluated and prioritized, how projects would be funded and what phasing would best align with neighborhood satisfaction. Council and staff agreed to include a $50,000 placeholder in the proposed Fiscal Year 2027 budget as a base amount for targeted data-collection studies and to begin planning an online reporting platform for citizen complaints. Staff were directed to refine program details, list specific variables for Council input, and return with recommendations prior to any final approval.

The work session record does not show a formal vote adopting program criteria or a budget appropriation; the $50,000 item was agreed as a planning placeholder to be considered during the FY2027 budget process.
