Renee Rufala, director of public works, said the developer, identified in the discussion as Arbor, failed to request on-site city inspection during construction. To ensure protections for the city, she said staff required engineer certification of the work, documentation including asphalt tickets and video, and asked the developer to extend the standard three-year maintenance bond by an additional two years. "We increased this bond by 2 years just to cover the city to make sure this makes Arbor responsible for any failures for the next 5 years," Rufala said.
For the storm sewer system, Rufala said the developer provided a five-year bond as requested and staff reviewed the submitted videos and documentation before recommending acceptance. The council moved, seconded and approved both releases and acceptances by voice vote.
