Parker council adopts council code of conduct and formalizes agenda procedures

The Parker City Council on April 21 adopted a council code of conduct and a set of written agenda procedures after a workshop that reviewed wording and scope.
Ordinance No. 914 adds a council code of conduct (Chapter 35) to the city code and was approved after an amendment to clarify the mayor is included among covered officials. Councilmember Sharp (S6) moved to adopt the ordinance as amended; Councilmember Howard (S7) seconded. The motion passed unanimously, 5–0.
Council also adopted Resolution 2026‑890 to formalize agenda preparation steps and the handling of future‑agenda requests. Under the adopted procedures, a request to place an item on the agenda must meet specified submission requirements, the mayor creates agendas in consultation with staff, and a council member whose request is denied may appeal to the full council. The council additionally directed staff to track a requested date and notes for future‑agenda items and to include updates if an item remains pending beyond a defined period.
Separately, council set a regular meeting schedule for boards and commissions (Resolution 2026‑889): Parks & Recreation will remain on a monthly Wednesday at 5 p.m.; Planning & Zoning was set for the second and fourth Thursdays at 5 p.m., with staff authorized to manage a calendar and adjust for holidays or special circumstances. Council approved the schedule 5–0.
The council framed these measures as codifying existing practice with clearer public transparency and an appeals mechanism so that disagreement over agenda placement can be raised in open session.
Next steps: City Attorney and staff will finalize ordinance/resolution language for codification; staff will prepare any related administrative materials and a calendar for boards and commissions.
