The council also authorized the mayor to execute a grant-administration agreement with the Mid‑East Commission and approved a subsequent $20,000 purchase order to cover grant-administration services. Councilmember Richard Brooks moved the resolution; Councilmember Antwan Horton seconded the motion, which passed on a unanimous recorded vote.
