Council Member Orlando asked about the roughly 600‑day timeline and whether the plan would constrain development. Abbott replied the schedule is in calendar days and emphasized the department’s flexibility: if a developer proposes a project, the city can evaluate that specific area separately so the master‑plan process does not halt development.
