"This is not the final change order. . . just getting caught up to date," a city presenter said, asking the council to suspend the rules so the invoice could be paid as the project nears completion. The council voted to suspend and to approve the change order on recorded roll calls with affirmative votes from all present.
The council also considered Ordinance number 19 20 26, the annual appropriations for the fiscal year ending Dec. 31, 2026. The appropriations package included two donations for parks — $30,600 in sponsorships for summer programming at the amphitheater and a bench at Lincoln Park — and several police-department items. Council suspended the rules and approved the ordinance.
On the winter-supply front, staff recommended and the council approved Resolution number 262026 to participate in ODOT’s salt contracts and to order 1,000 tons of road salt, up from the 800-ton orders in the previous two years. A city official said deliveries can be slow — "the last 200 took about a month and a half to get" — and cited heavier usage last winter as the reason to increase the request.
Council accepted Resolution number 282026 to receive a $15,000 donation from the Fraternal Order of Eagles to help cover the cost of ladder-truck repairs. A department official reported the tower repairs were finished and said some funds came from the local Eagles chapter and some from the chapter’s regional organization.
Finally, staff noted that Class C and D retail liquor permits in Bryan are due for online renewal on June 6 and that the state asks local jurisdictions to report any concerns by May 4. The council moved to waive a local hearing on the liquor permits and approved the waiver.
Before adjourning to an executive session to consult with the city attorney about pending or imminent litigation, council members recorded the votes for the evening’s motions; the motions passed on recorded roll calls with all present members voting yes.
