Summary
The board ratified a $2,816,155 partial payment to Selch Construction for Oakland Project B CSO tank work and approved a $353,852 partial payment to CNE Excavating; staff discussed lead-line replacements and switching to plastic force main pipe due to ductile-iron supply delays.
The Elkhart Board of Public Works ratified two construction partial payments and heard project updates for the Oakland combined-sewer overflow (CSO) tank and associated work.
The board approved partial payment request #12 to Selch Construction for $2,816,155 from SRF loan WW24182006 for construction on Oakland Project B (CSO tank division 1). Contractor representative Jason Simnick reported the tank walls have been poured, utility work on Oakland is underway (water and sanitary completed, storm to follow) and the project remains on a schedule that estimates completion in November. "The project is going really well. We have finished all of the wall pours," Simnick said.
The board also ratified partial payment #2 to CNE Excavating for $353,852 related to Oakland tank project C (work on Harrison Street). Discussion clarified that household lead-line replacements are being performed on homes with lead or galvanized lines and are not covered by a grant. Simnick explained material decisions: because specified ductile iron pipe was not available on the supplier docket, the project will use plastic force main pipe after DLZ engineering reviewed options and judged plastic to be comparable for the application.
Board members asked about visible exposed rebar at a stairwell wall pour; Simnick said DLZ is developing a repair plan and that areas noted are not structural issues for the tank itself. The board approved both payments by voice vote.
