Planning staff said the parcel previously was rezoned to agriculture in December and that the proposed nursery would occupy the west half of the property. The concept plan calls for outdoor planting areas, storage for mulch and soil, relocation of an existing mulch business across the street, and a small 400-square-foot office. Access was described as shared through an existing storage facility drive that ties to a signalized intersection at Taylor Road.
Applicants Dan and Sandy Bortus addressed the council and said they planned to demolish a dilapidated house on the site and rebuild a residence on the east half while operating the nursery on the west half. Staff recommended approval because the concept met the criteria for a special exception; council members had no substantive questions and the motion to approve carried 4-0.
