Michael Uresti, a development services manager, briefed the board on administrative citations, collections and the compliance assistance fund.
Uresti said municipal court handles collection of citation fines and that code enforcement receives a small annual amount for compliance assistance. He reported $90,555 in fines paid and $662,330 outstanding during the reporting period, which staff stated equaled a reported total of $752,885. Uresti said the compliance assistance fund receives approximately $15,390 per fiscal year to help residents with property maintenance or small repairs.
Board members questioned why collections appeared low compared with assessed fines and asked whether liens are placed on properties with outstanding civil citations. Uresti said the civil citations in question are not recorded as liens; municipal court pursues collection methods, and some collection activity may include credit‑reporting. Legal counsel offered to invite a municipal court representative to a future meeting to explain collection and enforcement tools.
Some totals in the presentation were unclear in the transcript; staff agreed to bring municipal court to answer detailed questions about collections and enforcement mechanisms at the next full board meeting.
