Planning Commission backs limited-use outdoor shooting range; Board to clarify vote Jan. 22

The Smyth County Planning Commission recommended approval of a Special Use Permit for an outdoor shooting range on landfill property at the County Transfer Station on Highway 107 in Chilhowie, with a condition that the facility be used only by county law enforcement and that any use by other entities receive prior approval from county administration.
Assistant County Administrator – Development Clegg Williams read the Planning Commission’s recommendation to the Board. Commissioner Graham Davidson Jr. made the Planning Commission motion and Commissioner Tony Dean seconded it; the commission approved the recommendation unanimously.
At the Board meeting, Chair Atkins proposed that the recommendation be reworded to state explicitly "that any use by other entities receive prior approval from the County Administrator." Park District Supervisor Kristopher Ratliff asked whether the site could host concealed-carry permitting classes open to the public; Clegg Williams said that could be established after the facility is built but would require County Administrator approval because special uses would be subject to that review. Williams said the Smyth County Sheriff’s Office had notified the Planning Commission it would like to host events there, and that the Planning Commission supported the site with the stated condition.
The record notes the original motion and second on this item were not recorded for the Board vote; the Board will clarify the vote at its Jan. 22 meeting.
No final permit or Board authorization was adopted at the Jan. 8 meeting.
