Residents press council on derelict house, barking dog and sewer billing during public comment

David Smith complained about a neighbor’s dog that he said barks constantly; he said he called police but was told there was nothing they could do because the noise was not after 10 p.m. Smith said the city has an excessive-barking ordinance and asked for enforcement. The mayor said this is a nuisance issue and he would talk to the police chief.
Joe Tamalunis said his rental property at 206 N. Seminary is on septic and that his tenant was being charged for sewer service despite there being no sewer line on Seminary. He said staff (Rusty and Nick) told him he must show he is not connected; he asked the city to correct the tenant’s bill and consider compensation. The mayor said staff will look into the matter but need evidence before deciding.
No formal council action on these complaints is recorded in the minutes; the mayor committed to follow up with relevant staff and the police chief.
