Fox River Grove — At a Nov. 12 special meeting, Administrator Soderholm presented the village’s 10‑year Capital Improvement Plan and the Village Board agreed by consensus to proceed with a set of staff‑recommended projects and to pursue grant funding and design services to prepare several for bidding.
Administrator Soderholm reviewed capital fund balances, the village’s vehicle‑replacement plan and a list of major asset replacements with estimated costs. Staff identified two water‑main segments targeted for replacement in 2026: Gladys Avenue from Algonquin Road to South River Road and Liberty Avenue from Elder Lane to Lincoln Avenue. The board’s consensus was to pursue Community Development Block Grant (CDBG) funding to help pay for those water‑main projects and to direct staff to seek design‑engineering services from Baxter & Woodman to prepare the work for bidding.
The presentation also covered vehicle and facility needs. Staff recommended replacing a Police Department vehicle with a new Ford Explorer; no Public Works vehicle replacements were planned in the near term. Major asset‑replacement items listed in the meeting materials included: Village Hall parking lot crackfill/seal/stripe ($3,500); Police parking lot ($3,500); Hunters Farm Park playground items and equipment ($32,600); North River Park #2 playground ($31,100); WWTP tile ($9,600) and miscellaneous painting/repairs ($22,200); WWTP press building roof ($21,200); WTP #1 roof ($34,500); WTP #2 heater/dehumidifier ($40,200); and other lift‑station and parking‑lot repairs. These figures were presented as estimates for budgeting and scheduling.
On park and drainage work, the board chose to proceed with Bayview Drainage Improvements to reduce flooding during heavy rains, supported demolition of the deteriorating Grayhill building, and approved moving forward with the Mixing Zone study identified in staff materials. Trustees also requested staff explore removing invasive species, posts, boulders and debris that clutter the entrance to Picnic Grove Park and to add landscaping and trees at the Birch‑to‑circle ingress; board members agreed paving the path from Foxanna Circle into Picnic Grove Park was not necessary at this time.
Board members discussed an additional sidewalk‑connectivity phase that would prioritize missing links in the village (Algonquin Road to Lincoln Avenue; Lincoln Avenue to Algonquin Road; Algonquin Road to Northwest Highway; and Lexington Avenue from Asbury Court to Algonquin Road) and asked staff to review locations not selected this year at next year’s capital‑plan meeting. The board also elected to pursue shoreline stabilization at Lions Park.
Next steps: staff will pursue design‑engineering services from Baxter & Woodman as needed to advance shoreline, sidewalk and the 2026 water‑main projects toward bidding. The water‑main projects remain scheduled for 2026 pending design, funding and the formal budget process.
