The council then approved an ordinance authorizing a mutual-aid agreement with the Kansas City, Missouri Police Department to provide police services during the June–July 2026 World Cup matches in Kansas City. The police chief said the agreement is limited to the World Cup events and is intended so local officers can “assist with security during the games.” The agreement’s termination language on the last page lists July 31 as a termination date; the council approved the ordinance by roll call, 8–0 (ordinance number 2610).
Councilors also passed a housekeeping ordinance to amend the fiscal-year 2026 accounts for water, wastewater and general obligation funds. Staff described the change as standard year-end housekeeping to bring funds into compliance. The ordinance passed 8–0 and was assigned number 2611.
Finally, the board approved an ordinance authorizing the city to execute a promissory note for $1,000,000 to Community Bank & Trust of Neosho at a fixed rate of 4.9% on outstanding principal through April 30, 2027, with optional prepayment from the city’s general fund. After April 30, 2027, any outstanding balance would bear interest at 10% until paid. City staff member Steve said the budget includes an annual payment of $48,000; council discussion indicated payoff timing will depend on securing a developer for the property. The promissory-note ordinance passed 8–0 and was recorded as ordinance number 2612.
All four ordinances were advanced on motions that moved them through readings and were carried by the council without recorded opposition. The clerk read ordinance titles and recorded votes on each final passage motion.
