Lincoln County commissioners approve attorney hire, rezone, contracts and multiple budget amendments

At its March 17 meeting, the Lincoln County Board of Commissioners approved a range of administrative, contractual and budget items.
The board concurred to hire County Attorney Ed Simms to serve as delinquent tax attorney for collections related to 2024 delinquent taxes (motion by Commissioner Steve Guntherberg, seconded by Commissioner Troy Frassrand; unanimous voice vote). The board also approved rezone File #2026 R-3 (A-1 to A-2) for property at 2313 Pulaski Highway (mover: Commissioner David Sanders; seconder: Commissioner Charles Hunter).
The Budget Committee recommended concurrence with a professional services agreement for municipal code enforcement, contingent on correcting the contract’s ending date to June 2026 and ensuring any legal action is filed in Lincoln County. The board also concurred with the committee’s recommendation to apply for a grant to fund a new livestock barn at the Lincoln County Fairgrounds; that motion recorded three abstentions (Hambrick, Walker, Douglas).
Several procurement and administrative items were also approved: authorization for Brad Luna to accept a multi-year internet contract (finance director authorized to sign), concurrence with a multi-year Chromebook lease pending Comptroller approval and adoption of a Chromebook resolution, acceptance of a quit claim deed from Goodman for a new animal building, and renewal of the multi-year Pitney Bowes contract. Commissioners also approved a series of budget amendments across the 101 General Fund, 141 General Purpose School Fund, 143 Centralized Fund and 146 Extended School Program.
The board acknowledged receipt of financial statements, approved a slate of notary public candidates, and adjourned the meeting. The minutes record the approvals and any recorded roll-call votes where supplied; many items passed by unanimous voice vote and therefore do not have roll-call tallies in the minutes.
