Clayton council approves consent calendar, renews LAIF authorization and confirms several assessment levies

By a 5–0 vote the council approved minutes, renewed Local Agency Investment Fund (LAIF) authorization, accepted a playground project as complete, made a surplus land finding, ordered special taxes and confirmed sewer assessment levies for FY 2024–25, and approved a one-year weed-abatement services agreement.
The Clayton City Council approved its consent calendar items 4(a)–4(i) by unanimous vote on May 7, adopting a series of resolutions and an agreement for routine city administration and capital maintenance.
The actions included renewing the City’s authorization to invest monies in the Local Agency Investment Fund (LAIF) in accordance with California Government Code section 16429.1 (Resolution 14-2024); accepting the Playground Mat Replacement at The Grove as complete and directing the City Clerk to record a Notice of Completion (Resolution 15-2024); and declaring approximately five acres near Clayton Road and Peacock Creek Drive as non-exempt surplus land and authorizing the City Manager to comply with the Surplus Land Act (Resolution 16-2024).
The council also ordered the levying of a special tax for Fiscal Year 2024–25 within the High Street Permanent Road Division to repay funds advanced for bridge reconstruction (Resolution 17-2024); confirmed levy of assessments for the Lydia Lane Sewer Assessment District (Resolution 18-2024); ordered a special tax for FY 2024–25 within the Oak Street Permanent Road Division for future maintenance (Resolution 19-2024); and confirmed levies for the Oak Street Sewer Assessment District to support bond repayment (Resolution 20-2024).
Finally, the council approved a one-year agreement with Waraner Brothers Tree Service for annual weed-abatement services on city-owned public properties within the Landscape Maintenance District, with an initial term May 1, 2024 through April 30, 2025 and options for extensions.
Councilmember Cloven moved and Councilmember Wan seconded the consent calendar, which passed 5–0. No members of the public spoke on the consent calendar.
