Board adopts ordinances, approves budget adjustments and reports three settlements; Coliseum deal moves toward Dec. 17 agenda

The Alameda County Board of Supervisors moved through the consent calendar, approved a mass motion that included dozens of consent items, and adopted ordinances on the regular calendar. The board waived the full reading and introduced an ordinance approving a memorandum of understanding with the Alameda County Welfare Fraud Investigators Association (term shown in the ordinance as 09/17/2023–09/25/2027) and approved related salary ordinance amendments.

During budget item deliberations the board clarified that budget adjustment G would be limited to items C, D, E and F after recusals left subitems A and B excluded; the motion was modified accordingly and approved on roll call. Several items were pulled or continued (for example item 55 was continued to Dec. 10), and supervisors flagged recusals where applicable.

County counsel reported out of closed session that the board had previously authorized settlements: Lagerbel et al. v. County of Alameda (U.S. District Court, N.D. Cal.) has settled for $11,266,404.62 (the vote on that authorization was 4 yes, 1 abstain); Bobo v. Raul Ranch Rodeo Inc. settled for $140,000 (board vote recorded as unanimous among present members); and Ashad v. Connolly settled for $90,000. County counsel also said the board gave directions in closed session on Coliseum negotiations with the African American Sports and Entertainment Group and Oakland Acquisition Company LLC; parties are scheduled to meet early next week and, if terms are agreed, staff aims to place final documents on the open session agenda for Dec. 17.

The board adjourned after brief personal remarks and thanked staff; no public comment was recorded at the end of the meeting.
