City staff presented a staggered interim city manager plan to the Killeen City Council on April 21 after City Manager Cagle announced his retirement effective May 29, 2026. The staff plan proposed a sequence of interim appointments — Ms. Wilson to serve at two intervals, Mr. Cagle to serve under a temporary employment agreement for a short period after retirement, and Mr. Reynolds to serve thereafter until a permanent city manager is hired.
Clements, presenting the plan, said the temporary employment agreement for Mr. Cagle would cover up to 1,000 work hours (20 weeks), extendable to 25 weeks, and be terminable by either party. The plan as presented scheduled Ms. Wilson as interim from 05/30/2026–06/14/2026 and 06/20/2026–06/28/2026, with Mr. Cagle serving 06/15/2026–06/19/2026 and Mr. Reynolds to follow as needed.
Several citizens used the public-comment period to object to the proposal to retain Mr. Cagle in any interim capacity after his announced retirement. Michael Fanino criticized the idea of rehiring or retaining a retiring manager and argued that the administration should have trained replacements in advance. Sue Nissi Croft, however, praised the phased approach as balancing continuity and forward leadership and urged improved community input during transitions. Melissa Brown also voiced concern about continuity and questioned the fiscal rationale for multiple interim appointments.
Staff recommended the council authorize an interim appointment plan and a temporary employment agreement for Mr. Cagle; the interim plan and related personnel recommendations were listed in the work-session materials and included in consent items for council consideration.
