The Calhoun County Board of Commissioners on Sept. 16 approved a mid‑year PA2 budget adjustment that adds $333,000 in one-time funds to support local court-based treatment programs and behavioral-health services.
County Administrator/Controller Kelli Scott told the board that state law requires Calhoun County to pass through 50% of local liquor-tax receipts to Southwest Michigan Behavioral Health (SWMBH), the regional administrator for substance-use treatment and prevention. As part of the county’s mid‑year adjustment, commissioners approved an additional $333,000 intended to fully fund requests from the county Drug Court, Sobriety Court and Veterans Court; to reinstate a Summit Pointe services contract to provide group treatment inside the jail; and to continue funding for the Haven of Rest shelter.
Scott described the allocation as "definitely one‑time," saying the funding comes from the county’s reallocation of American Rescue Plan Act dollars. Commissioner Gary Tompkins asked whether the increase would help long‑term sustainability; Scott replied the allocation is one‑time and that the county hopes state or federal sources will provide longer‑term support. Commissioner Tommy Miller asked whether marijuana tax revenues, which flow into the county general fund, could be used for mental‑health services in the future; Scott confirmed those revenues are part of the general fund and could be considered later but made no commitment.
The budget amendment was moved by Commissioner Tompkins and seconded by Commissioner Jake Smith. On a roll‑call vote the motion passed: yes — Comrs. Frisbie, Hatcher, Miller, Tompkins, Vette and King (6); abstain — Comr. Smith (1).
