Council approves LED retrofit, vehicle purchase and pool/field contracts

The council approved several procurement actions in its April 7 meeting.
Duc Trieu, Recreation & Parks Director, requested sole-source procurement of LED retrofit fixtures for the Willis Street office from Kenzie Electric, LLC at $32,751; staff said $31,851 would be offset by a Delmarva Power incentive and $900 charged to the FY26 operating budget. The council approved the sole-source request unanimously.
Public Works Director Matt Ozman requested authority to purchase four Ford F-150 pickup trucks from the second-lowest bidder, Preston Ford, for $180,000, funded from the FY26 Capital Budget; the council unanimously approved the purchase and noted the county selected a local dealer for cost-savings despite not choosing the lowest bid.
The council accepted the recommendation to award Bid No. 2026-03 (Comprehensive Outdoor Pool Operations & Maintenance Services) to USA Pools of Delmarva for $135,430 for FY26 and FY27 pool contractual budgets, and conditionally awarded Bid No. 2026-04 (field grading, irrigation and grass seeding for the School St. multipurpose athletic field) to Nichols Lawn & Landscaping, LLC for $61,280 subject to confirmation of comparable quotes from all vendors.
Council approved FY26 intradepartmental transfers and acknowledged these procurements are funded through operating or capital budgets or contingent on future budget approvals where noted.
