On the Vermont Gas Systems petition (Act 250 and Section 248), Taylor Newton presented an overview of the site plan. After clarification was requested by Chair Chris Shaw about the intended construction use, Andy Montroll moved to approve a comment letter; Jacki Murphy seconded and the motion passed unanimously.
Taylor Newton then reviewed the draft regional priority project list, explaining that projects highlighted in yellow require municipal confirmation before being pursued. He said the list is used to prioritize projects for grant funding opportunities, including applications to the Northern Borders Regional Commission (NBRC). Newton cited past examples of projects that have benefited from the list, including a South Burlington water tower project, the Winooski Main Street project and a water project in Hinesburg. Charlie Baker noted that several awardees have been unable to utilize NBRC funds because of project readiness and National Environmental Policy Act (NEPA) processes. Andy Montroll moved to approve the project priority list; Jacki Murphy seconded and the motion carried unanimously.
The committee also received an update on the fiscal year 2024 audit. Kyle Connors and Forest Cohen reported that the audit is in progress and expected to be completed by the November Board meeting. When Executive Director Charlie Baker asked when the audit would be available, Kyle Connors said it "would be ready to review on the day of the next meeting on November 20th." The committee did not take a formal vote on the audit report itself at this meeting.
