MS4 draft FY26 budget shows roughly $24,000 surplus; vote set for October

At the Sept. 3 meeting, Dan Albrecht presented the MS4 Subcommittee's first reading of the draft FY26 budget and described a projected surplus.
"There is a lot of money in the bank because dues were just collected," Albrecht said, and after accounting for planned FY25 expenses and reserving funds for a 2028 survey and creative work in 2029, staff estimated a surplus of about $24,000. Albrecht noted the 2023 survey cost $14,500 and suggested setting aside a similar amount for the next survey.
Committee members discussed whether to draw down the surplus to reduce member dues. Annie Costandi asked whether spending down the surplus could create municipal budgeting problems because of year-to-year fluctuations and whether councils and selectboards would accept lower dues in one year. Shayne Geiger and Eleanor Walker said fluctuations would not be a problem for Shelburne and Burlington respectively.
Members agreed to place a formal vote on the FY26 budget on the Oct. 1 agenda.
