DEC presents Draft Northern Lake Champlain Direct Drainages Tactical Basin Plan, seeks public comment

Karen Bates of the Vermont Department of Environmental Conservation presented the Draft Northern Lake Champlain Direct Drainages Tactical Basin Plan (Basin 5) and invited public comment through Oct. 24, 2024.
The plan, Bates said, follows a five-year tactical basin planning cycle and identifies protected assets — such as Class I wetlands and Class B1 open waters — and priority waters based on pollutant-specific analyses. Bates outlined major strategies that the plan prioritizes for Basin 5, including agriculture best management practices, stormwater management for developed lands and roads, wastewater improvements, and natural resource restoration.
Bates listed regional partners that will help implement projects on the ground — including the Chittenden County Regional Planning Commission, the Friends of the Northern Lake Champlain coalition and local watershed organizations — and identified state clean water funding as the primary funding source. She said the Tactical Basin Plan will guide where to direct resources and recommended using both regulatory tools (MS4 permits, MRGP, RAPs, forestry applications) and non-regulatory approaches, such as buffer plantings, stormwater retrofits and floodplain restoration.
The DEC provided handouts and directed interested parties to copies of the draft plan on the DEC website; Bates also provided an email for written comment: karen.bates@vermont.gov. Comments are due Oct. 24, 2024.
The public meeting portion of the committee agenda closed with instructions for submitting comments; the committee did not take a policy vote on the plan during this session.
