CCRPC updates TAC on grants, the FY25 REI solicitation and multiple funding opportunities

CCRPC staff used the Aug. 6 Transportation Advisory Committee meeting to summarize several funding and technical-assistance opportunities for municipalities.
Chris Dubin announced that Watershed Consulting Associates was awarded the FY25 Road Erosion Inventory (REI) Concept Plans and Cost Estimates contract for $20,000. Dubin said REI concept plans typically cost $2,000–$5,000, require no municipal match, and are intended to identify MRGP-related segments and produce 30% plans with cost estimates to advance projects.
In a broader grants roundup, staff highlighted the 2025 Municipal Park and Ride Grant Program administered by VTrans (legislatively funded at $150,000 for 2025) with applications due Aug. 20; Building Communities Grants from the Vermont Department of Buildings and General Services (awards up to $25,000; deadline Sept. 10); and Three-Acre Permit site grants of up to $49,000 per site (up to $19,999 for permit application/review costs and up to $30,000 for engineering), with funding expected to be fully allocated by Sept. 1. Staff also noted the VTrans Mobility and Transportation Innovation program (applications due Sept. 16) and summarized federal discretionary opportunities including FHWA’s PROTECT program (approximately $1.4 billion FY22–FY26 contract authority), the Northern Border Regional Commission Catalyst program ($50 million availability), USDOT SS4A (applications due Aug. 29), and the Reconnecting Communities NOFO ($607 million available under the 2024 NOFO).
Staff encouraged municipalities to reach out for assistance and provided contacts and web resources included in the meeting packet. The TAC recorded the schedule of deadlines and the upcoming CATMA Transportation Summit on Oct. 15 featuring Burlington Mayor Emma Mulvaney-Stanek as keynote.
