The council opened the public hearing, received no public comments and later introduced the ordinance for first reading and title only.
Orange Commercial Development: Andy (planning staff) presented a third and final reading for rezoning about 33.5 acres at Northeast Alisas Road and East Hickman Road from A-1 to C-1 for future commercial uses. Andy said staff recommended approval based on consistency with the comprehensive plan; council approved final passage on third reading.
Autumn Valley West: Andy presented a developer's agreement with JJR Holdings LLC for Autumn Valley West Plat 2, which would add 30 single-family lots. Because full public-street connections to the north or south are not yet owned by the developer, staff and the fire department worked with the developer on a temporary emergency access across city-owned property that would connect to an existing trail and outlet to Bel Air Drive; the developer will construct the access at no cost to the city. Council approved the developer's agreement and, separately, approved the construction drawings for the phase subject to remaining staff comments.
Villas at Kettlestone: Melissa presented a final plat and site plan for a 7.9-acre, 30-unit villa development; the applicant plans to change the private street name from Southeast Vintage Lane to Southeast Stonegate Court, retain private utilities and provide interior sidewalks; stormwater will be handled by a regional basin owned by the city of Waukee. Staff recommended approval; council approved the plat and site plan.
Parkside Waukee: Andy presented a developer's agreement with Parkside Waukee LLC for Northwest 6th Street public improvements that include a raised pedestrian crossing; the developer estimated an additional cost of $51,240.49 for the crossing and the city engineer reviewed the cost as reasonable; council approved the agreement.
Contract award: Separately, staff recommended awarding the 2026 downtown street improvements contract to Brothers Cleaning Corp doing business as Brothers Concrete (Des Moines) for $1,466,984.39 after checking references and planning preconstruction controls; council approved awarding the contract.
