Francis, a staff member, said in a memo dated April 11 that the Phase 2 plat meets the planning code’s standards and stipulations and recommended approval. "This is pretty straightforward," Francis said, and asked that the date of the conditional‑zoning approval for the planned unit development be added to the improvement plans’ cover sheet so contractors and reviewers can locate it later.
Commissioners and staff clarified that the conditional‑zoning approval date should appear on the improvement plans that are stamped and used on the job site, not only in separate files. Francis also noted that the phasing information was added to the plans and that the city engineer has approved the stormwater management plan.
