The project is funded through a Texas Community Development Block Grant (CDB23-0167); staff said the city paid a $25,000 local match during design and that remaining construction expenditures will be paid through the grant.
"My recommendation is to award the project to RSD Site Development out of Belton, in the amount of $193,769.56," the contractor's representative told the council. Staff said RSD was the low bidder, references checked clear, and the firm has mobilized quickly on a separate CDBG project.
Council asked about the timeline; staff replied the city would sign the notice of award, the contractor has 15 days to provide bonding and insurance, and a pre-construction meeting and notice to proceed would likely put crews on site in about a month.
The contract award was made by motion and passed without opposition. Staff said they might return with a second bid to use remaining grant funds for a follow-up loop extension.
