Pasco PFD approves December claims and hears construction, hiring and budget updates for aquatic center

The Pasco Public Facilities District on Jan. 20 approved the district's December accounts payable and heard updates on project finances, construction progress and staffing preparations for the new aquatic center.
Veronica gave the financial report, saying December expenses totaled $3,223,759.15 and noting that state tax receipts are two months in arrears. She reported sales tax receipts of $421,378.10 for October filings (received in December), a 9% decrease for October compared with October 2024 and an average year-to-date decline of about 3% compared with 2024. "The funds are received in December ... we're still waiting on 2 more months," Veronica said, and added that an arbitrage consultant will begin an analysis in the next week or two to ensure interest earnings are properly allocated.
A motion to approve the December accounts payable was made and seconded; the board carried the motion.
On construction, the design and construction committee reported steady progress: interior construction is underway, windows are in, universal changing rooms are framed and pools have been formed and leak-tested. Owner's representative Jake Hartwig said many of the system installations are now underway and described the next pool steps: "They're gonna go through, get a brown mud down below and get it all smoothed out, and they're gonna put tile around the top part of it," he said, adding crews will tent portions of the outdoor pool during curing to maintain temperature.
City staff reported they are coordinating hiring for full-time staff and lifeguards and are working with HR to outline a critical path for policy development and recruitment. Veronica said the temporary budget in place covers board operations only; under the ILA staff said the board has until May 1 to pass the budget that includes the aquatic center and the city staff are working to provide a more accurate operating budget before that deadline.
Next steps: staff will continue work on the detailed aquatic-center budget, the arbitrage analysis will proceed, and hiring and operational planning will continue as the district and Pasco City prepare for final approvals and the facility opening.
