Pasco Public Facilities District board approves interlocal agreement with Pasco City to operate new aquatic center

The Pasco Public Facilities District board voted on Jan. 20 to approve a resolution authorizing the executive director to execute a new interlocal agreement with Pasco City for administration, financial services and the management and operation of the district's new aquatic facility.
Board counsel Tyler Whitney told members the ad hoc committee had met with city staff and city legal to refine the ILA and that the revisions were largely clarifying rather than substantive. "So it is a roughly three-year contract with the city to provide services, including operations and maintenance at the facility," Whitney said, describing the agreement as covering the balance of 2026 and continuing into 2027 and 2028. He stressed the board will retain the prerogative to approve policies and the budget tied to center operations.
Spence moved to approve resolution number 20 26-01 authorizing the executive director to execute the interlocal agreement; the motion was seconded and carried without further division. During discussion a board member asked whether the ILA must be reapproved by the city council; staff said counsel anticipated that, for the changes at hand, city council review is likely and that the city's counsel would take another look. Jesse, reporting for city staff, said the updated ILA will be considered by Pasco City Council on Feb. 2 for reapproval, a step he described as "the final key into us establishing and moving forward that process."
Executive Director Matt said the action is critical to keeping the project on track for opening and thanked the board and staff for the work that moved the ILA forward. The board took the vote after the motion and the resolution was approved.
Next steps: the ILA will go to Pasco City Council for reapproval; staff said they are working with HR and other departments on hiring and jointly preparing the policies the board will later approve. The board also discussed timing for budget work connected to the aquatic center, which staff said must be finalized under the ILA timetable.
