Hot Springs names Chris Chapman next police chief; assistant chief Roach honored

City Manager Bill Burrow told the Board of Directors that Assistant Chief Roach attended his final board meeting after more than 30 years of service and that Chief Harvinton will depart on May 15.
"This will be our assistant chief Roach's final board meeting as the assistant chief, and that's over 30 years of service," Burrow said. He announced that he had made an offer to a candidate who had accepted: "Our next police chief will be returning. It's Chris Chapman. He'll start May 18." Burrow said Chapman will finish obligations with the state before beginning in Hot Springs.
Assistant Chief Roach addressed the board to accept thanks on behalf of himself and colleagues, reflecting on a combined 60-year career among department leaders and thanking the community for its support. The board offered appreciation for the outgoing leaders and wished them well.
No formal board action was required; Burrow presented the personnel announcement and said staff will proceed with the transition.
