At the public‑comment portion of the March 17 Redmond City Council meeting, resident David Morton asked the council to require PFAS soil and groundwater testing at the DTG recycle site (the former All Wood recycling property) before the Evans Creek relocation project starts.
Morton said quarterly sampling from October 2024 through January 2026 shows Wells 1 and 2 are contaminated with only PFOS and PFBS, not the broader mix of PFAS compounds typical of consumer product sources. He argued that this pattern is "the fingerprint of a single point source release of pre‑2002 AFFF (aqueous film‑forming foam)" and pointed to a documented 2013 fire at the Yellowwood/All Wood site where fire foam entered stormwater and Evans Creek.
Morton asked the council to apply the city's protocol for suspected contaminated soil — similar to procedures used in prior redevelopment projects — as a condition of the Evans Creek project. He noted groundwater flow directions that would connect the DTG site to Wells 1 and 2 and referenced Washington's Growth Management Act precautionary standards for critical aquifer recharge areas.
Staff acknowledged the comment and the record; no testing requirement was adopted on the record that evening. Council and staff said they would weigh monitoring data and existing protocols and respond through staff follow‑up.
