At its March 23 meeting, Lee's Summit City Council advanced a batch of development items in a single session, moving several measures to second reading and voting on related motions.
Staff and applicants presented routine renewals and rezoning requests earlier in the evening. Pierce Pulliam, planner, told council staff conducted inspections at the Jefferson Street Storage site (5 Southwest Industrial Drive) and found issues that the applicant had since remediated; the council advanced Bill 26‑051 (a special‑use permit renewal for a mini‑warehouse facility) to second reading unanimously.
Jeff Rhodes of Rhodes Real Estate presented a rezoning and preliminary development plan for a small office building at 414 SE 3rd Street (Mully Acres / Lees Landing Professional Center). Adair Bright, senior planner, said staff finds the request consistent with the UDO and the downtown activity center designation. That item (Bill 26‑052) was also advanced unanimously to second reading.
A larger rezoning and preliminary development plan for the Douglas Corporate Center (approximately 9 acres at NE Lee's Summit Road and NE Douglas Street) drew more substantive council discussion about setback modifications, potential convenience‑store uses on a proposed lot and traffic signal timing. Shannon McGuire, planning manager, explained the applicant requested a setback modification and staff support with conditions; the planning commission had previously considered and recommended unanimous denial before receiving revised materials. Council advanced Bill 26‑053 to second reading following council discussion; recorded votes show the item moved forward by a council majority (the recorded planning/second‑reading tally was split in transcript record).
Councilors also took up the View High Sports Complex PDP and SUP later in the meeting (covered in detail in a separate report). Elsewhere in the agenda, council advanced multiple engineering agreements, airport leases and other ordinances that will return for subsequent readings.
Next steps: Each rezoning and SUP must complete a second reading (ordinance adoption), after which developers may proceed to final development plan and permitting steps as required by the UDO and any council conditions.
