Council approves Birch and 6th Street improvements contract for roughly $2.25 million

The College Place City Council on March 10 approved awarding the Birch Street and 6th Street improvement contracts to Apollo Incorporated for $2,254,362.04, with a 20% contingency that brings the total authorized amount to $2,694,434.40.
Public Works Director said the project began as two separate efforts and was combined, and that scope increased to include sidewalks, sewer, water, storm systems and repaving on Birch Street from 4th to 6th and water/storm work on 6th Street. The director told the council the engineer's estimate was just over $3.2 million and that the city received nine responsive bids that came in significantly lower. He said the low bid was substantially below the estimate, which staff and engineers attributed to current market conditions among contractors.
Council members expressed support; one council member noted that two students had done preliminary design work for a senior project on the stretch and that the council was pleased the project is now moving forward.
Council member Williams moved to award the contract to Apollo Incorporated in the amount specified in the motion; the motion was seconded and passed by voice vote.
The council authorized the public works director or designee to sign the notice of intent to award and contract documents and approved additional work within the 20% contingency. Construction will address roadway condition and extend sidewalks and utilities as described in the presentation.
