A presenter (S7) said bids for SR 2.5 at Destiny Crossings have been received and the council can expect an award recommendation at a subsequent meeting; the project was bid with a base that includes two crossings and alternate bids add crossings so the city can scale the project to available funds. The presenter said the roundabout project needs sole‑source procurement paperwork because it uses federal funds and that the project will be added to the State Transportation Improvement Plan around mid‑January before the city may begin incurring costs.
The presenter said an easement through the Kionna Irrigation District will be required for the Rearfront Park Trail (name under revision) and estimated an easement valuation "off the top of my head" at about $18,000 to be paid from project funds. The presenter also described a TIB (Transportation Improvement Board) sidewalk grant (Dale to Babs) that will be added to the council agenda for approval when grant agreements are ready.
Council members asked procedural questions about procurement and timing; staff said they are preparing required paperwork and will return with documents for council action once state or federal listing approvals are complete.
