Torrington planning commission reschedules hearings, sets three public hearings and hears enforcement update

The Torrington Planning and Zoning Commission on March 18 handled scheduling and administrative items including several reschedules, new hearing dates and an enforcement update.
The commission rescheduled a proposed zone change for 19 Hillside Avenue (applicant James DeMeo on behalf of owner Leonard Lupardo) because required public notices and sign postings had not been completed; the item was rescheduled to April 15, 2026. A related special exception and site plan (SC‑26‑1 / site plan 1596) proposing a gas station at East Main Street and 19 Hillside Avenue was also rescheduled to April 15 for the same reason.
Staff reported that site plan 1595 (260 Hillside Avenue, applicant Carlos Galarza) was withdrawn after the applicant revised plans to change an intended accessory dwelling unit to a single‑family dwelling due to square‑footage discrepancies. The commission set public hearings for SC‑26‑3 / site plan 1600 (30 Cook Street, primary parking lot use; applicant Matthew Germano, PAC Group LLC) and SC‑26‑2 / site plan 1599 (151 Field Street, kennel; applicant David Sherwood) for April 15, 2026.
Under correspondence, staff flagged an outstanding zoning and blight enforcement matter for the Dos Amigos property; the owner appealed citations and an appeal hearing was scheduled for April 16. Commissioners discussed sale timing and next steps; staff will report back after the appeal. There were no city planner approvals recorded this month; one action occurred after the agenda was finalized and will be reported next month.
