Oswego officials say Trader Joe’s, HomeGoods and new downtown incubator are coming

Kevin, the village’s commercial-development presenter, told the Committee of the Whole that commercial building activity in Oswego has accelerated in recent years and listed several high-profile projects expected to open or start construction this year.
He said last year’s new construction totaled about $8.7 million for non-rehab projects—and more than $13 million if the Reserve at Hudson Crossing North Building is included—and that similar activity is expected in 2026. “The worst kept secret in Oswego is Trader Joe’s,” Kevin said, describing the planned 12,500-square-foot grocery store and up to 10,000 square feet of additional retail at the same site.
Other projects Kevin highlighted include a Dutch Bros drive-through approved by the village, a 1,200-square-foot Quattro drive-through with a walk-up window, and a proposed 25,000-square-foot HomeGoods store awaiting final approval. Kevin also described a downtown Harrison Street Square project that would repurpose a 10,000-square-foot industrial building into retail and small incubator shops, add green space and a food-truck alley, and tie into concurrent Harrison Street reconstruction.
Trustees and staff referenced Batavia’s experience with boardwalk incubator shops—estimated conversion of about 75% to brick-and-mortar—when discussing the village’s hopes for Harrison Street Square. Kevin said the village will promote available sites at trade shows and expects retail and service uses, including food and beverage, to locate in the new spaces.
The presentation noted private developers are starting site work at Orchard Woods and that staff will continue outreach to prospective tenants and developers; no final approvals for the larger commercial projects were taken during the committee meeting.
