The Village of Oswego board voted to approve a resolution authorizing an amendment to the contract with Frederick Quinn Corporation for the public works expansion project in the amount of $24,395,180 and to authorize the village administrator to increase the guaranteed maximum price (GMP) by up to $100,000 to construct a covered walkway between the two new buildings.
Facilities manager Steve Rasch described three options for the corridor between the buildings: (1) the originally planned canopy (no added cost to the GMP); (2) a covered walkway with heated concrete, estimated at $25,000–$50,000 beyond the GMP; and (3) a prefabricated semi‑enclosed walkway with heating elements and lighting, estimated at roughly $60,000 plus additional costs for a dry-pipe sprinkler system and related engineering.
Trustees discussed safety, long-term maintenance, and budget constraints. One trustee cited village workers’ compensation history and said recent claims averaged roughly $60,000 for compensation claims that reached the workers’ comp threshold; staff clarified there were at least seven slip-and-fall claims over the last ten years and two more severe claims since 2022. Rasch warned that connecting the buildings and adding enclosure would likely trigger a required dry sprinkler system and additional room/closet for equipment, saying, "It could be more because we're gonna have to build a separate room or closet to close the equipment for that."
Several trustees said they preferred to protect workers and avoid future liabilities while staying within the previously approved overall project cap. After discussion the board approved the contract amendment and authorized the village administrator to increase the GMP by up to $100,000 to pursue a covered walkway if staff can deliver a design within that budget; if bids exceed the cap, staff will stop and return to the board. The roll-call vote recorded one "no" from Trustee Novy; the motion carried.
