The Historic Preservation Commission approved a certificate of appropriateness for an interior remodel at the Propscher/Propstrah House on Feb. 4, 2026, after staff found the proposed interior reconfiguration and two new windows can meet Secretary of the Interior rehabilitation standards.
Anthony Tortorici, senior planner for the City of Vancouver, described the Tudor-eclectic property's historic significance and explained that the owner seeks to convert part of a primary bedroom into a bathroom and add two windows for daylight and ventilation. The existing bedroom windows were described in the packet as non-original aluminum replacements; the applicant, Treon Kranz, said he plans to seek window designs that better match the house and to reuse interior mahogany trim where possible.
Commissioners asked clarifying questions about the existing window materials and whether the window opening would be enlarged; Kranz said the existing aluminum window openings are not original and that the proposal would use slightly larger openings while trying to restore the exterior to something more appropriate to the house. No public testimony was offered.
Commissioner Thomas moved to approve the certificate and Commissioner Zingali seconded the motion. A roll-call vote recorded five ayes (one commissioner had left the meeting) and the certificate was approved.
