Waseca County commissioners on the consented action list directed staff to prepare a letter of intent to Wells Concrete so the county can hold a production slot for precast panels and keep its construction schedule.
Staff told the board that lead times in the precast concrete industry have stretched from roughly six to 10 months and that multiple producers are asking customers to reserve spots in production schedules. The staff presentation emphasized that “the letter of intent is not resulting in a check being cut, it is not resulting in monies being paid,” and that the letter’s purpose is to signal good faith and lock a production window so panels can arrive on the planned schedule.
Staff reported that Wells Concrete returned an estimate of about $1,780,000 for the scope under discussion. The board made a motion (Commissioner Milbreth moved; Commissioner Kristofferson seconded) to direct staff to prepare the letter of intent; the motion passed unanimously.
The action does not itself award a subcontract or obligate county funds, and staff said the letter would be followed by formal subcontracting and package procurements that the board will see later. Commissioners asked for a chance to review the letter before it is sent and sought confirmation from staff that the process would not create binding financial obligations absent further approvals.
