NEISD board approves list of design‑build consultants for 2025 bond projects

The Northeast Independent School District board approved a list of design‑build consultants to support about 30 projects identified in the district’s 2025 bond program, representing roughly 20% of the bond portfolio slated for design‑build procurement.
Jorge Cabello, the district’s executive director of construction management and engineering, told trustees the RFQ solicited firms with local presence and K‑12 experience and required a six‑year commitment to have a local place of business to support the five‑year program plus a one‑year warranty phase. The committee used a two‑step evaluation: an initial 60‑point SOQ review and a 40‑point interview phase for specific electrical and mechanical work.
"We evaluated every single SOQ and every single firm," Cabello said, describing committee composition that included a trustee, two community members and four Northeast staffers. Cabello recommended 14 firms across trades, including Marksmen, Satterfield, Skanska and Waterman for general contracting; ERCO, Central Electric, Noble and LED Electric for electrical; and Comfort Air, Nunley, Skanska and Texas Chiller Systems for mechanical work.
Trustees asked about outreach, local participation and fairness; staff emphasized that this list covers design‑build projects only and that other bond projects will be procured through different methods, so firms not on this list may still participate on other work.
A motion to approve the recommended consultants passed with five votes in favor, zero opposed, and one recusal recorded by the president. Staff said additional bond projects (the remaining ~80%) will be released via other procurement methods (CMAR, RFCSP, etc.).
