Emmet County supervisors adopt organizational resolutions, set budget and banking authorizations

The Emmet County Board of Supervisors on Jan. 2 adopted a package of organizational resolutions and administrative actions to start the 2025 calendar year, including formal designation of county banking depositories and a construction-evaluation policy related to confinement feeding operation permits.
Auditor Heidi Goebel called the meeting to order and recorded motions approving the Dec. 17, 2024 minutes and the Jan. 2 agenda. Jeffrey Quastad moved that Lisa Hansen serve as chairperson and Tim Schumacher as vice-chair; the board approved the officer appointments by unanimous vote.

Resolution 2025-01 names specific financial institutions authorized to hold county funds under Iowa Code chapter 12C and sets maximum deposit balances for Treasurer, Recorder and Sheriff accounts. The board also approved the 2024 wage publication report, which the Auditor’s Office filed with the meeting record showing a total wages figure of $4,678,225.28.
County Engineer Walter E. Davis-Oeth brought forward and the board adopted Resolution 2025-03, authorizing the County Engineer to execute certifications of completion and final acceptance for farm-to-market and state- or federally aided construction projects in Emmet County. The board later adopted a Title VI compliance resolution (Resolution 2025-04), designating Davis-Oeth as the county’s Title VI Coordinator for Secondary Roads and adopting required Department of Transportation assurances and public notice procedures.
No dissenting votes were recorded on the items summarized above; roll calls on the recorded resolutions show supervisors Timothy Schumacher, Todd Glasnapp, John Pluth, Jeffrey Quastad and Lisa Hansen voting in the affirmative.
