Socorro ISD moves to measure meeting minutes to focus more time on student goals

Trustees were introduced to a time-use tracking system intended to measure how board meeting minutes are spent and to help shift public meeting time toward student-outcome priorities.
Lone Star coach Ben Mackey described five categories for accounting minutes: priority-focused work (goals and constraints), systems/processes (voting items), other public topics, legally required activities (public hearings, public comment), and exempt board work (workshops, operating-procedure development). Mackey said the board's aspiration should be to spend roughly half of its meeting time on agreed priorities.
"Anything about your priorities, goals, and constraints counts for your minutes... your goal is the whole heart of Lone Star governance," Mackey told trustees and suggested running monthly reports to show what percentage of time is being spent on priorities versus other items.
Trustees shared initial estimates of time spent on goals over the previous three months (many cited figures in the mid-teens percentage range), and several agreed to pilot tracking and to aim for incremental increases in priority-focused minutes.
Trustees asked staff to implement the tracker and begin reporting time-use breakdowns to the board so trustees can assess whether meeting design and agenda choices are aligning with stated goals. The workshop produced no formal policy vote; the tracker will be rolled out and discussed in upcoming briefings.
