Cosmopolis council approves updated water and sewer connection fees after split vote

Council discussion exposed uncertainty about the scope of the fee change. A resident asked whether the connection fees apply only to the RiverEdge townhouses or to all future residential connections; several council members said that question should be answered by the building inspector, who was not present. One council member said the resolution’s language appeared to single out a single project and voiced concern about that specificity.
Council members who supported the resolution said the building inspector prepared the fee schedule based on line size and project needs and argued the revision is necessary to keep fees current. Supporters said the changes would help the city stay financially stable as development increases. Opponents said they were uncomfortable voting without the building inspector and noted ambiguous verbiage in the draft.
When the roll was called, the recorded votes were: Council member Wynne, aye; Councilman Skinner, aye; Councilman Spargo, nay; Council member Colette, nay; Council member Darcy, aye. The motion passed.
Council members asked staff to provide clarifying documentation and said they would revisit language if needed in the future.
