The mayor's office framed the change as an urgency-driven interim step to get more people indoors quickly. "By responsibly increasing allowable capacity, we can bring together more people inside faster without the delays that come with siting entirely new locations," said John Grant, senior policy adviser in the mayor's office. He described operational standards the administration would require, including 24/7 staffing, on-site case management and defined site perimeters.
