Staff explained funding would come from internal reallocation using grant contingency and $16,000 from an infill improvements allocation, not an additional request for new funds. Council members asked about timing and the placement of a hydrant added during construction; staff said the hydrant location was determined with fire personnel to ensure access for adjacent homes and emergency response.
A motion to approve the change order passed by voice vote; staff said a ribbon-cutting is planned and that completing the pavement preservation now avoids higher future maintenance costs.
