Planning Board keeps fence and hedge bylaw on warrant, opts for public debate at Town Meeting

Several members argued that the Town Meeting forum is precisely where contentious or detailed items should be resolved. Planning Board member Bill Pierce said that public debate is useful and that printing proposed motions to “pass over” can confuse voters if the final motion differs at Town Meeting. Another board member warned members that the Select Board’s proposal to remove items because they might generate discussion was “picking and choosing” what citizens should hear, and the Planning Board should present its recommendation rather than preemptively withdrawing an item.
Board members raised practical enforcement concerns about hedges — for example, how staff would determine whether a hedge was grandfathered based on planting date. Laurie said existing fences and hedges are grandfathered and that enforcement typically follows neighbor complaints; she said the building department would respond when complaints arise. The board discussed a possible streamlined version of the bylaw for future consideration but decided to leave the current article on the warrant and let Town Meeting address it.
Separately, members noted the data center bylaw amendment that updates definitions for data processing and storage; Laurie said she corrected an oversight and sent the change to the Select Board’s office but that the current online warrant did not yet reflect it. Staff agreed to follow up to ensure the wording appears on the posted warrant before printing. The board also reminded residents that Town Meeting starts at 6:30 p.m. Monday.
