On SR 007, sponsor Senator Marchman framed the second-chance designation around collateral consequences that limit employment, housing, professional licensing and civic participation for people with criminal records. Marchman said the designation promotes awareness of reentry supports and workforce programs that can reduce recidivism.
“Access to employment is one of the strongest predictors of successful reentry and reduced recidivism,” Marchman said, urging colleagues to support the resolution.
Both resolutions were adopted (SR 006 recorded as 34 ayes, 0 nos, 0 absent, 1 excused; SR 007 adopted by voice vote with the same roll added as cosponsors where requested). Copies were ordered sent to relevant organizations and officials specified in each resolution.
