The Franklin County Board of Commissioners on March 31 adopted Resolution 20126 approving a $150,000 subgrant award to Alvis Inc. to support community‑based recovery housing programs funded through the FY2026–27 Targeted Community Alternatives to Prison (TCAP) grant.
Ernest Stockton, director of the Office of Justice Policy and Programs, said the award will support two recovery housing programs — OASIS (primarily for men) and Breslin (primarily for women) — with referrals coming from county criminal courts and justice‑system partners. Stockton said the contract term runs from March 1, 2026, through Feb. 28, 2027; the presentation included program assumptions: an average stay of about 90 days, a per‑diem rate of $68.49, and a total of approximately 2,190 bed nights to support an anticipated 24 residents over the contract period.
Commissioners moved, seconded and adopted the resolution. County staff will oversee implementation and provider reporting as required under the grant agreement.
