Franklin County commissioners approve a slate of contracts and grants, postpone affordable‑housing pilot

Key approvals included a $616,810 package of five contract extensions for the county mediation program; a $1,428,267.10 supplemental contract with IT Federal Sales LLC (CycloMedia partnership) to update countywide street‑level property imagery through 2029; and a $245,937 contract award to Elite Excavating Company for Genesee Avenue drainage improvements using CDBG funds. The board also approved interagency agreements and subawards including $1,735,898.12 for Child Support Enforcement reimbursements to the Franklin County Court of Common Pleas, a $300,000 subaward for a housing navigation program, and a $100,000 subaward for Jewish Family Services’ workforce employment program.
The board authorized several community grants: $427,562.94 to Stonewall Columbus for workforce development, year‑round community programming and the 2026 Stonewall Columbus Bridal March and festival; $50,000 to VESA Community (BESA) to support volunteer and workforce engagement initiatives; and $130,000 to the Ohio Business Development Center to expand small business support and certification programming.
Action on Resolution 19426, a $325,000 grant to That’s a Real Situation, Inc. to support the Sunrise Youth Development program, was postponed to April 14 following a request to delay consideration. Separately, the board voted to postpone Resolution 18526 — a proposed $3,000,000 Franklin County affordable‑housing predevelopment bridge fund — indefinitely so staff can refine program guidelines and qualification criteria.
The board also approved a $150,000 subgrant to Alvis Inc. to support recovery housing under the FY2026–27 TCAP grant, authorizing funding that would support approximately 2,190 bed nights at a per‑diem rate noted in the presentation. The board adopted a resolution to convene into executive session to confer with the prosecutor’s office on pending or imminent litigation and discuss security and emergency response protocols.
Votes on most measures were recorded by voice as passed with Commissioners Boyce, Crowley and O'Grady recorded as voting in favor on the items called during the meeting. One purchasing resolution was adopted with Commissioner Boyce recorded as abstaining on a specific item.
Next steps: postponed items (notably Resolution 19426 and the affordable‑housing pilot) will return to the board for reconsideration on the dates specified by staff.
